The baseline scenario, 1,000 to 2,500 dollars, keeps compliance and free partner cohorts running. The target scenario, 15,000 to 25,000 dollars, adds D&O insurance, participant licenses, marketing, and stipended support. The stretch scenario, 40,000 dollars and up, adds a part-time program coordinator, paid cohort scale-up, and in-person events. Strategic plan, operating plan, budget, and determination letter are available on request.
